Government may of course make what conditions it pleases for the renewal of the note, but it seems to me open to argument whether the present regulations of the Committee are not fair to all parties and are not a reasonable consideration for the grant of the site and of the allowance from public funds, and whether the regulations, which Sir J.P. Hennessy seeks to enforce, would not be unjust to the Committee and subscribers to the building. See article at page 986 of annexed copy of London & China Telegraph which seems to me to bear with some weight upon this point.

Beyond stipulating upon what conditions the vote shall be placed on the Estimates for 1881 and thereafter, I do not see that Government is in a position to control the Regulations of the Committee for the admission of the public, and it may be worth the consideration of the Committee whether they should throw up the allowance of $1200 per annum and charge a fee for admission on alternate days (Wednesdays, Kensington Museum).
